I would have the wife talk and explain directly to your water company. They should have people they can recommend that can handle hidden leaks like that. It's not a one off anywhere apparently. Wife and daughter have renewed theirs twice in Pattaya and the experience was the same as described above. It seems they have implemented a well thought out and organized system country wide.

I don't think any reduction will be seen until all suppliers have cleared their current stocks where the old tax/duty rate has already been paid to the Government.
