Yes, of course its possible by boat, its possible by rickshaw as well, but do you really want to go through the pain, grief and cost of chartering a boat?

Taxi or a bus/taxi/bus or train combination are the only real cost effective alternatives.

Harry,

Your best bet is to get to Hua Hin, book in to a hotel for a couple of nights and look around. So long as its not peak season, there's always plenty to rent.

Its hard to recommend because your choice might not be mine and vice versa, and you are not quoting a price range.
