The blue spinning circle merely indicates that the system is busy for some reason. You can try to fix it. Open Task Manager, click the Processes tab, and watch the CPU column. Is this the original file? With 'jpg' in the file name, and having .png extension it migh be converted at least once. Logos etc are normally created using some vector format that are easy to enlarge. If the cause is some cookie then set the browser to accept cookies for the session only, so they'll be deleted on exit.
