I used to pass that daily. On the back road from Cha-Am to Petchaburi (I used to teach in Rajabhat University). The one time I visited while UK family were here, the temple was flooded!!! Something lacking in the 'boat design'.some interesting temples, one in the shape of a boat.

Downloaded a bunch of films from YTS this morning under ExpressVPN with speeds reaching 40+mbps and most averaging around 20.
Not found any problem with online news sites and TV packages. I'm using 3BB.

Actually that's not true. The restriction does include bars and restaurants. There are exceptions in 'tourist areas' which of course includes Hua Hin. Licencing hours were relaxed in the UK years ago and didn't lead to an increase in consumption. In fact consumption has been steadily decreasing since 2009. Therefore the argument that removing the restrictions in the afternoon will lead to increased drinking is nonsense.
