The spec on that machine is about 3 years old by today's standard so yes it is cheap and will be fine for web surfing, email and word processing. You could probably buy the bits and build your own one if you wanted to save even more baht!

There are a bunch up the Pala-U road but I would seriously suggest buying building materials outside of Hua Hin if you want to save money. By reducing the pixel size you reduce the physical size also so yes, you will lose some detail.
