Changes to Thai phone numbers

Told that there are changes to phone numbers in Thailand from today.Can any one please clarify what they are?
How do they apply when calling from outside the country?
So far we have had 3 Thais give us 4(!) versions on what to do.

Found some sad and unsettling stats on HIV and AIDS rates amongst children in Thailand according to the UNESCAP Organisation.Seems some of the worst figures are for Prachup Khiri Khan-19.23% and Ratchaburi -11.48% for children under 2 years of age.I find these figures unbelievable! www:unescap.org/e...

If you can't find rooting hormone give good old honey a try.
We were put onto it some time ago and it does work , not as good as the the the propriety stuff tho. Ensure its pure ( no sugar or glucose fillers) and unfired is obviosly better too .

Maybe I should have been a little more observant- I have to admit my Thai is not so brilliant- but maybe the system is doubling as an information conduit to the poor soul as ,I believe, his cell phone is down -he probably now has to pay his own bills!

the dew-point forms( unseen )on the outer face of the inner lining in a cavity wall situation ,thats why ventilation should be considered.
