I saw a sign for a driving school last week, it was at the west end of Soi 94, after soi 94 takes a 90 degree turn to the north, and roughly half way down this straightaway that eventually turns 90 degrees to the east to become soi 88. I'm not sure if this stretch of road is a continuation of Soi 94...

Perhaps that is what the poster was trying to communicate, and if they were addressing some of the Thai vowels that don't exist in English then I can understand that point. However, "Hua Hin" is a very simple Thai name to pronounce, for those that have learned to read and pronounce the Thai language...

I suggest you go to Bangkok Hospital, I've had friends from overseas get this service there with good results. They also have a price list for their various services, I believe it's also posted on their internet site.
