As I know, you can apply in every Thai-Embassy/Consulate for another ED-Visa, if the paperwork is done correctly.
No need to return to your home-country.

Anyway, it's a good idea to give them a call!

As i understand it, you have to pay the fees one time all together and get the paperwork to apply for the ED-visa outside Thailand...
