As far as I know in order to be able to do the online reporting first Immigration must assign you a login code and password. So go visit them. I can imagine that you need the house-book etc. Nothing to do with being a business or not, just for them to check that the authorized person/owner is doing ...

Not Expedia's fault. If you received the booking confirmation then so did the hotel. That the hotel manager with the password is not there that week or the staff noticed the confirmation was in English so decided to ignore it, is also not Expedia's fault. So far so good with my observation:
For new 1-year license and for upgrade from 1-year to 5 year Med. Cert. required.
For renewal from existing 5-year to new 5-year NO Med. Cert. required.
It doesn't make sense but we all know it does not have to.
