I don't know how this will pan out but if police were employed to provide security in and around the stadium and failed to do so then the responsibility should be theirs,difficult as it is to stop a couple of hundred people bent on causing trouble. I think they will open the land borders first (Laos, Cambodia,Malaysia) and see how that goes for a couple of months before allowing international flights in.
If there's a spike in cases coming by land it will lead to an even further delay.
Chinese and South Korean flights will be the first allowed.

How they can think of restarting the league plus all at neutral venues is beyond me.
Declare Liverpool champions, European places allocated as per current standings and no relegations.
