Slow Development
Why do you think it is that Hua Hin has been able to stave off mass development, when so many other places have become concrete jungles by the sea?

Depends what you mean by mass development !
I have been visiting HH for nearly 14 years and it is VASTLY different (grown) from those days gone by.
If you are talking about high rise and bars prolly something to do with the fact that the King spends a lot of his time there.

Very good point about the King but is there actually any legislation against mass development in HH or have the local people simply managed to hold it at bay?
I first went to Karon and Jomthien 20 and 22 years ago respectively and the amount they have rocketed up in the meantime is nothing short of pheonomenal. I remember the road to Jomthien from Central Pattaya being a dirt track and there was only a handful of hotels and bars there. Now its almost a resort in its own right. Karon's development has been less spectacular but still massive.
I'm sure HH has changed a lot over the years and I'll be able to gauge that when I get there, however just by talking to friends and looking at this site (and others) it still sounds as though HH is still free from the tourist hordes and can cope quite well with the tourists it gets without the need for any frenzied infrastructure building.
