DTAC in talks with CP over potential merger with TRUE
Thailand’s second largest telecommunications provider DTAC, owned by Norway’s Telenor Group, are in talks with the Charoen Pokphand Group over a possible merger with its telecommunications unit TRUE, media reports said on Friday.
If the merger goes through, TRUE, currently Thailand’s second largest telco provider, would have over 54 per cent of the marketshare.
Thai Enquirer reported in July that Telenor SA was looking to exit its position in Thailand. The earlier report was based on a report published by London-based business intelligence service TMT Finance which had reported that TRUE was one of the potential suitors for DTAC.
According to Reuters, DTAC is valued at $3 billion while True has a value of $4.5 billion.
Both companies released statements on Friday not denying the rumours but saying talks were ongoing and that shareholders would be taken care of.

^^ I don't suppose what passes for a monopolies commission here will have any objections. After all they did let CP take over Tesco.

True-dtac merger could set telecom industry back by 17 years: TDRI chief
Thailand Development Research Institute (TDRI) president Somkiat Tangkitvanich blamed the NBTC for “failing to do its job” when it did not oppose the planned merger.
On Monday the parent companies of both Charoen Pokphand (CP) Group and Telenor Group announced they had agreed to explore the creation of a new telecom-tech company comprising True and dtac.
“The new company will be a merger of equals, and bring out the best of the two local companies, with the support of its key sponsoring shareholders,” said the joint statement issued by CP and Telenor.

“Investors have noticed that now that there will likely be two players in the market, there is no need for price cuts or inventing new services,” Somkiat pointed out.
“The deal could set Thailand’s telecom industry back by 17 years, as in 2004 there were also two operators in the mobile phone market – AIS and dtac,” he bemoaned.
“Back then operators used user-unfriendly strategies to secure more customers. They locked the IMEI [International Mobile Equipment Identity] number of phones, which practically forced consumers to buy phones only from the operators,” he said.
Somkiat said the merger would lead to a downgrading of service quality and the forced sale of bundle services that users plainly do not need.
“Consumers will also be affected by fewer choices and a variety of services, while startup companies which rely on support from mobile operators will gain fewer sponsors,” he said.

Mobile users may face higher charges based on combined additional expenses of 1.7-13.6 billion baht per month, depending on the degree of market dominance once the merger of True Corporation and Total Access Communication (DTAC) takes place, according to the Thailand Consumers Council.
The council voiced its concern at a public hearing on the merger deal, organised by the National Broadcasting and Telecommunications Commission (NBTC) yesterday.
The majority of the hearing's participants called on the telecom regulator to prohibit the planned merger, saying the deal would push up the industry's market concentration to a dangerous level.

Despite providing tacit approval for the merger of True Corporation and Total Access Communication (DTAC), the National Broadcasting and Telecommunications Commission (NBTC) has prescribed harsh remedial measures that could mean lower margins for the new firm, according to people associated with the regulator.
The measures are also meant to support reform in the industry, the regulatory sources said.
On Thursday the five-member NBTC board voted 3-2 for the stance that it has no authority to consider approving or rejecting the planned merger, which paves the way for the amalgamation.
It also issued a raft of measures meant to regulate the merger. Despite being seen by some observers as "weak", the sources maintained they are tough enough to rein in True and DTAC.
