What event is being set up in Cha Am?

I had a ride up to Cha Am today on the scooter and to my surprise the beach was pretty busy with loads of Thai's. There was a stage, PA and some tent's set up on the large tiled area on the seafront (which wasn't open yet) but all the signs were in Thai so i've no idea what it was all about? Just being nosey but i couldn't find anything using Google!
