A Thai committee has completed work on a new constitution, "fixing" the weaknesses that led to alleged abuses by former prime minister Thaksin Shinawatra. But unlike the 1997 "people's charter", this document was written with little public input, which may doom it in a referendum. On the other hand, if the people don't vote yes, the return to democracy may be delayed.

I've read from other sources that it's already come under quite a bit of criticism from many Thai intellectuals as being "wordy and of little substance..." There is also a part to officially make Buddhism the official "State" religion? Bad idea.
The 1997 version was the best Thailand ever had. All they needed to do was 'adjust' it, not start from scratch again, which seems to be what they've done. Pete
