Have a look here https://www.thailandee.com/en/transport ... to-bangkok

I believe mini-busses leave quite often from the station on Soi 41

Another option might be the train service into Bangkok and then a taxi to the airport?

Whenever I've walked by the soi 51 station, it doesn't look like any mini buses are running from there. Has been that way for a little while now.

I was speaking to my partner on the phone yesterday about our stepson getting home and she told me that there are no buses or minibuses running at the moment.

My daughter just told me that the railway station is also closed. Not sure that is true as I don't get out much so have not been stuck at any railway crossings.

If that's true, then there is no public transport out of Hua Hin.

Mrs BB talks about 2 trains a day, but I can't confirm. Need to go to train station to ask.

The following a couple of weeks ago:

Thailand stops 44 commercial trains services, Bangkok’s MRT services reduced

https://www.pattayamail.com/coronavirus ... ced-293877

BANGKOK – The State Railway of Thailand suspended the service of its 44 commercial trains today due to the impact of the coronavirus disease 2019 (COVID-19).

The SRT stated that the suspension covered 44 commercial trains. Earlier it had announced to suspend 22 commercial trains because the number of their passengers dropped by half.

The impact is worse as some provinces are locked down to control COVID-19 and the SRT is unable to operate trains there, it said. The state enterprise promises to fully refund money for the people who earlier booked tickets for the affected commercial trains.

At the Hua Lamphong railway terminal, fewer people were catching trains. They had to undergo body temperature checks and fill in health questionnaires. At waiting areas, they were seated well apart from one another to comply with the government’s social distancing policy to curb the disease.

Meanwhile, Pakapong Sirikantaramat, governor of the Mass Rapid Transit Authority, said the MRTA planned to reduce its train trips as the number of passengers fell from 400,000 to 98,000 a day on its Blue Line and from 70,000 to 13,000-14,000 on its Purple Line. (TNA)

A few days ago, I saw a minibus and a medium sized bus parked on what was formerly waste land; a small signboard says “EKKAMAI”.
Seems like small popup bus station to meet a market need; looks quiet with a table and chair ready to take bookings?
Location is near MG showroom at Soi 96 area, Petchkasem Road.
