The ties are to provide strength to tie the walls together hence the name tie, yes it was a problem with water transferring along the tie so the twist was put in to make the water drip into the cavity. today’s ties are not like that anymore and have a kink in them to drop the water off but the regulations now make you use insulation in the cavity and this is held in place by plastic discs snapped onto the wall ties. so any water will drip from them.

I totally agree with your detail regarding wall ties, however the construction team have not used wall ties .

The type of construction is diferent from that in the UK as the concrete reinforced columns and ring beams do the strengthening work.

The cavities will be closed with concrete columns where windows and doors are positioned tied in to cast lintels above.

The strength of Concret Thai houses has amazed me.

john agreed , I think it will work well at reducing the temps in the house .
I was going to ask our builder to do the same but desided on the simpler way as i could not be there for the build.

My 2-pence to hollow-walls

The best result for control of in-door climate is best obtained with insulation of the cavities, either with mineral-wool or granulated styro-foam. I don't know if any of that is obtainable in Thailand.

I do second the opinion, that some means of heating could come in handy. I only brought summer clothes, and almost frooze my as .
