What is interesting is that over in Singapore where the seat-belt laws have been in force for all these years (you can only have as many passengers in your car as the number of seat-belts fitted), workers are qctually allowed to sit in the back of pickups/ trucks provided there are adequate railings to prevent them from falling off..
There is even a specified maximum number of passengers stipulated..

Operators of more than 15,000 passenger vans on fixed routes have been given until Tuesday to remove excess seats to meet a 13-seat limit, or face instant fines of 500 baht.

The Department of Land Transport on Saturday announced the deadline as part of a campaign to reduce road accidents during the Songkran holiday, the most dangerous time of the year on the country's roads.

Department chief Sanit Phromwong said the maximum-seat rule, announced in the Royal Gazette, took effect on March 31. Aimed at improving the safety of passengers travelling in public vans, it was proclaimed under the sweeping powers of Section 44 by Gen Prayut Chan-o-cha, the prime minister and head of the National Council for Peace and Order.

Currently, many vans manage to squeeze in 15 passengers and some have been known to have as many as 18 seats.

As of March 20, a total of 42,806 passenger vans were registered with the department, said Mr Sanit. The total included 15,808 vans operating on fixed routes in Bangkok (9,843) and surrounding provinces (5,965 vehicles), 25,877 vans operating on non-fixed routes in Bangkok and surrounding provinces (5,581) and in other provinces (20,296), and 1,121 vans owned by individuals in Bangkok and surrounding provinces (294) and other provinces (827).

In the initial phase of enforcement, all 15,808 fixed-route vans must meet the 13-seat rule before the Songkran holiday starts.

Earlier, passenger van operators had threatened to stop their services if the government did not relax new rules aimed at improving public safety. They complained they could not shoulder the higher costs required to modify their vehicles. They wanted the government to allow them to offer a maximum of 15 seats.

The department’s order to enforce seat limits is also in line with the Transport Ministry’s policy of “zero deaths’’ on public transport, said Mr Sanit.

Van operators who fail to comply with all of the safety rules will face fines of 5,000 baht and suspension of their operating licences, he said.

However, before stricter enforcement begins, the immediate focus will be on enforcing the 13-seat limit, with on-the-spot fines of 500 baht for violators starting this coming week.

By June, all passenger van operators will be required to show that they have had their vehicles inspected for safety, Mr Sanit added.

Oh absolutely! Its really very simple: less numbers of seats means vans will have to travel faster to do more trips: travelling faster means that where a van would have been in an accident it is now past that point so there will be no other cars at that spot to have an accident with as before. :thumb:

Improving road safety is all very commendable but you have got to give people time to adapt and comply, not come up with ridiculous deadlines like "next Tuesday"!

Police will ease restrictions on people riding in the rear space or trays of pickup trucks during the Songkran festival, according to national deputy police chief Srivara Ransibrahmanakul.

He said passengers will be allowed to sit in the beds of pickup trucks as long as they are deemed safe during the Songkran festival on April 13-16 for the convenience of motorists.

Curbs on revellers sitting on truck beds proved unpopular during last year's festival.

He was speaking after chairing a meeting with provincial police offices and the Metropolitan Police Bureau via a video conference to lay down policies to ensure road safety during the Songkran festival.

He said police have been instructed to raise public awareness about drink-driving and warn motorists whose blood contains 50 milligrammes or more of alcohol per 100 millilitres that they will be subject to a court order for them to wear electronic monitoring bracelets.

He said he also told police to strictly enforce traffic laws and not to be lenient on drink-driving offenders who cause road accidents. According to Pol Gen Srivara, police reports should describe how their reckless behaviour contributed to the accident.

He added that road checkpoints will also be increased this year to encourage motorists to respect the laws, including speed limits.

According to Pol Gen Srivara, the Royal Thai Police has issued traffic regulations barring 10-wheel and larger lorries from using three main routes covering 117 kilometres during April 11-17.

They are a section from Thap Kwang to Khlong Phai on Mittraphap Road, Route 304 Prachin Buri-Nakhon Ratchasima, and Aranyaprathet Road to Nang Rong Road. However, certain larger vehicles will be allowed to use the routes but they are required to seek permits, he added.

He said police will also open special lanes to accommodate traffic along heavily-congested routes such as Kaeng Khoi-Muang Lek.

If passengers currently aren't allowed in the back tray of pickups someone should tell the relevant authorities (whoever?) so that they may take action.
