I was also be interested to know where best as by pannier zips are a bit dodgy after a slow-speed-spill earlier in the year.
You could try the little tailor guys here:

They repair clothing, shoes, etc. I've never tried them with anything as technical as a pannier though.
I'm sure someone else on here will have a better suggestion.

the shop you posted on via google maps have just done a great replacement job….. 2 x heavy duty zips ……. much better than the original ones … cost 400 baht. Excellent service and workmanship

Good to hear they could fix.
I picked up my running trainers from the same shop today as part of the heel had come off. They glued back on for 60thb.
