Does anybody know of a similar Insurance in HH ?
Health Insurance for Foreigners

Since mid-August, foreigners who live in Udon Thani Muang district have the opportunity to join the Thai national health insurance scheme. The decisive criterion is fixed residence, which must be demonstrated by the production of a yellow house book. If you are married to a Thai, it seems that you will not neccessarily need to produce a yellow house book. You can apply for the Insurance scheme by producing your spouse, marriage documents, and blue house book. If the spouse does not go with you, then the yellow house book is mandatory.

On applying for the insurance you will be subjected to a comprehensive health check at Udon Hospital next to Nongprajak Park. The entire procedure for application works as follows:



Take with you your yellow house book, passport, and if applicable, marriage certificate and identification documents of your spouse. If you can read, write and speak Thai well, then you can make the application process alone. If not, you will need to take a Thai speaker to help.

1. At the main entrance of the hospital ask where to find the room to apply for insurance. To describe the way here would be too difficult!

2. Once there, express your desire to join the insurance scheme.

3. You will be given a registration form, which is predominantly filled in in Thai. Also your photo and fingerprints will be taken. Once you have completed the form, you get a docket where the various stations are listed that you work through.

4. At the first station you now pay 2,800 baht, 2,200 for one year's insurance and 600 for your medical check. For children the insurance costs 365 baht and no health check is required.

5. At the next station, your blood pressure is measured and you will be asked about any medical conditions and allergies. In addition, your weight and height are recorded.

6. At the next station you give blood and urine samples for further investigation.

7. At the next station, the upper body is X-rayed, the images to be collected 30 minutes later at the same station.

8. Take the X-rays back to the station where your blood pressure was measured.

9. There you wait as all the results of the various tests are collated, and then you will meet a doctor to discuss any issues.

10. Lastly you return to the desk where you originally made your application to receive your insurance card.

If any health problems were identified in the investigation, you may get an appointment for the next day for further clarification or appropriate medication. In our case today antihypertensive medicine was prescribed, and, in another case, an appointment was made with a specialist at the hospital for the next day. In any case, you get the insurance card. Exclusion criteria are the presence of prohibited toxic substances (drugs) in the blood and / or urine, alcoholism, syphilis infection and tuberculosis. If you turn up with any amount of alcohol in your blood, you will probably be rejected. People with diabetes, HIV, heart disease, etc. will still be admitted to the scheme. The whole process takes up to a day (7 hours), so you should take a book or something else to pass the time.

The policy covers the cost of all medical treatments and prescribed medication in Udonthani Hospital, including cancer and HIV therapy! The cost to stay in the hospital in a ward is charged 350 baht per day (excluding food). For 700 baht per day you can stay in a private room, and for 1,500 baht per day you can have a VIP room. The insurance is valid for one year. For the renewal the same health check is required.

The insurance should be valid and available in all Thai provinces, and the fee will be the same. We expressly point out that we can only report on experiences from Udon Thani, where applicants could ensure success. We'd be happy to hear reports from other provinces, in the comments section below.

Mmmmmm interesting! Anyone have experience of this in HH?
Enjoying 'Retirement'....So many jobs to do, I don't know how I ever had time to work!

I would love to hear if this program is offered at Hua Hin Hospital.
My brain is like an Internet browser; 12 tabs are open and 5 of them are not responding, there's a GIF playing in an endless loop,... and where is that annoying music coming from?

The problem with things like this are that the goal posts, as with all other things here regarding foreigners, can be changed in a heartbeat by the next guy who ends up in charge of a government department in the next reshuffle at the 'drop of a hat'.

Remember the 5 million baht card for farang etc. There simply isn't any consistency or longevity in any policies these days here and no promise that these lofty ideas that are thought up will make it past the next introduction of officials after some quasi election. At a stroke of a pen some desk jockey will take away this policy in an afternoon and you won't find out this until months after.

If you want to use the national health service here then the best bet is to have a work permit.

Fine Spitfire... I pay taxes, contribute to Social Security, and have a WP.... but over 60 years of age, National Health provides nothing.

Correct me if I'm wrong....but if you have a WP and pay taxes can't you use the the national health service here, thought you could.

You need to be paying the social security deductions, for which you will be issued a card. You also have to nominate a hospital of your choice from a list they provide that you will go to for treatment. Any other hospital in the scheme will only consider you for emergency treatment.

Note 1: State enterprises have their own benefits and so do not contribute to the social security fund. I will assume this also encompasses government workers.

Note 2: Since I have been paying into the fund for more than 20 years and am over 55, I apparently qualify for a social security pension. This is calculated at 20% of your last drawn salary, to a maximum of 15,000 baht salary.
So this means I will be paid 3,000 baht a month till I croak.

Actually its 55 years of age... but they will still accept the contributions and you will be issued the Social Security card for as long as you contribute.. up to 60. Stop your contribution, your benefit dries up.

Vincent. Your last remarks confuses me.
They will accept your contributions from age 55 to 60 and issue you a useless card?
You mean pay 5 more years for Health Care you are not entitled to in order to receive the pension, or???
We are all living in 'the good old days' of the future.

as long as you contribute, up to 60, you will get the health benefit. After that they will not accept any contribution.

You qualify for the pension once over 55. I believe if you start drawing the pension, you will not get the health benefits any more.
I will find out soon enough as I will be going to see them in person soon.

AFAIK the national insurance plan for migrants and foreigners is available all over Thailand. My British neighbor here in Korat applied this morning and went through the payment and health-check routine described in the OP. He was quite enthusiastic as he has no private cover and a history of cardiovascular disease. He said that the plan includes some free dental work as well.

I am sure that there would be plenty of takers prepared to spend a few thousand baht if this is available but would need someone fluent in Thai to check this out to see if it is available locally. It would seem obvious that Hua Hin hospital would be the place to start asking but hopefully someone will check this out and let everyone know. Despite the fears mentioned I am sure information on any changes would soon be passed round, just hope the person that finds out is not left too much out of pocket.

There are a number of threads on ThaiVisa explaining this program. I am hesitant to post a link as I don't know if that is allowed and I don't want to get in trouble, again.

Anyway, you can search on the following string: The new Government Health Insurance - info for TV members

There is a separate thread for each region in the country showing what hospitals have thus far implemented the scheme. The articles point out that the plan was originally intended for migrant workers, not resident expats. It is expected that the regs will be adjusted to reflect this and that a separate, more expensive plan will be implemented for the rest of us foreigners.

I went to Hua Hin Hospital today to see whether it is implementing this scheme. I spoke to one of the staff in the foreigners section on the ground floor. She hadn't heard anything about it. Anyhow, she phoned "upstairs" and they weren't familiar with this scheme either. Interestingly they did tell her that I could probably have a health card if I have a yellow house registration book. I didn't go into that though.

I gave her a copy of the ministerial directive and the associated implementation details - procedures, fees etc. and she said she would study it. I said I'd go back next week (with house registration) to see how her studies went.

As far as I can tell there's nothing in the documents that states the scheme applies specifically to migrant workers, though there is a specific procedure only for Burmese (against possible elephantiasis).

If anyone is interested the document is available from higthai.org. It's in Thai :). HIGTHAI is the Health Insurance Group of the Ministry of Public Health.

OK. What follows is my understanding.

Short story: If your name is in a yellow or blue tabien baan, and therefore you have a 13 digit Thai id number, you don't need this national health insurance for foreigners at Hua Hin Hospital. They give it to you free. Just go and register.

Long story:

I went back to Hua Hin Hospital today and spoke to a guy in the administration front office (counter number 1 just inside the front entrance). He read the Health Ministry Announcement and explained to me that the announcement uses the term "dtarng dao" (ต่างด้าว) which is usually no longer used for foreigners as a whole (it used to be) but now they take it to mean Lao, Burmese or Cambodian. Apparently the term "dtarng chart" (ต่างชาติ) is now preferred for other foreigners. I had thought the two terms were interchangeable - you learn something new every day. :o

However, as far as Hua Hin Hospital is concerned, we farangs don't necessarily need this insurance. If you have a yellow tabien baan (permanent residents have a blue one) with your name in it you can register at Hua Hin Hospital for the right to use the same 30 baht health care service as Thais (but with a small surcharge every time - 200 baht I think, but may be wrong). So, OK, I showed the guy my tabien baan and he showed me my hospital registration - I had previously gone there to see a doctor, and, as is usual in all hospitals here, had registered with the hospital and got a patient card. Looking back, I remember thinking how cheap it was.

As it happened, when I registered, I had only had my Thai drivers licence as id (rather than my passport) and this has my 13 digit Thai id number on it. Because of this my hospital registration includes the entitlement as: สิทธิเบิกงานประกันสุขภาพกระทรวงสาธารณสุข. Loosely translated this means "entitled to use public health ministry insurance".

So to summarise:

1. Hua Hin Hospital does not do the insurance scheme for foreign residents unless they're Lao, Burmese, Cambodian. At least, not yet.
2. If your name is in a yellow or blue tabien baan (which means you have a 13 digit Thai id number) you can register at Hua Hin Hospital and you get the same universal health care entitlement as Thais in the 30 baht scheme.
3. In order to use the public health entitlement (30 baht + a little bit more) you need to take passport and tabien baan, as well as hospital card, when using the service.
4. No 2,200 baht insurance fee and no 600 baht health check required.

I think acquiring a yellow tabien baan is covered in another thread.

Some additional information:
Hua Hin Hospital has an office for foreign patients, which, for an additional fee of 200 baht, provides an express service (queue avoidance) with the appropriate health professionals. This express service is also available for Thais for the same price. The 30 baht universal health care scheme does not cover this service and all costs and medicines are charged at the actual price. I haven't used this so don't know what it's like. However, when I was there last week, there were quite a few farangs being attended to and making new appointments. I didn't see any Thais using this service - possibly because they are unaware of it seeing as how the office is labelled foreigner service and check up centre.

If anyone needs more info about this they should go ask at the hospital.
