as I read it it states a ban on fishing in the Gulf. But yes it does refer to mackerel and the ban on specific gear to catch that species.The press release does confer an all out effort to allow ALL species in the Gulf to recover by a ban.
Banning certain gear is not going to stop the taking of any species , all it does is mean the fishers will still take the same catch by other means, even if it is more laborious to do so.They will just round up a few more Burmese as enforced crew.
The target species are obviously the most prized and most profitable so taking them out of the catch allowance will only drive up prices. And then guess what? bigger bribes maybe, possibly, or very probably.

As it has been managed in the UK, it would give something for their navy to do. What other purpose does the navy have?
