5 double-track rail projects halted for ‘lack of transparency’

The five projects are the 132-kilometre Map Kabao-Jira Junction section (Bt29.45 billion); the 116-km Lop Buri-Pak Nam Pho section (Bt23.9 billion); the 169-km Nakhon Pathom-Hua Hin section (Bt19.27 billion); the 84-km Hua Hin-Prachuap Khiri Khan (Bt9.99 billion); and the 167-km Pachuap Khiri Khan-Chumphon section (Bt16.5 billion).

I suspect that these projects will quickly develop into the "nose in the trough" projects we have seen time and time again over the years here.

Same crap different year. 😈

It's funny. I think they've actually passed a law giving the death penalty for corruption. I don't know what level or amount but it must be high. They would get better results and fear factor for sure if it was castration instead, and anti-DP countries such as Australia and the EU would probably not object to that. 38 firms interested in Hua Hin-Prachuap Khiri Khan railway

A total of 38 companies have bought tender document packages for the estimated 7.3-billion-baht double-track rail route connecting Hua Hin and Prachuap Khiri Khan, acting State Railway of Thailand governor Anon Luangboriboon said on Thursday.

Mr Anon said the SRT closed sales of bidding envelopes on Monday and the 38 firms have 45 days to prepare their offers and submit them to the SRT for consideration on July 7.

After tenders are submitted the SRT will need another 10 days to check the bidders qualifications and then announce a list of those who qualify on July 17, Mr Anon said.

Any bidder found not qualified would have until July 20 to appeal. 

An SRT source said the number of participating companies had increased from 31 in the previous, failed  bidding process to 38, and now included mid-sized contractors interested in the Highways Department's projects.

The source also said the SRT asked the Comptroller General's Department to extend the period for contractors to submit their bids from 30 to 45 days.

The “superboard” for state procurements had agreed that 30 days was too short a time for bidders to work out their offer details and find business partners. Foreign companies also needed time to obtain recommendation documents from their embassies.

Some Thai companies were expected to partner with Chinese allies in submitting bids.
The 84km Hua Hin-Prachuap Khiri Khan line is one of five double-track rail projects that were, under the previous terms, criticised as being too expensive for small- and medium-sized construction companies.

The original terms, with just five contracts for five rail routes, were scrapped by the superboard and replaced. The new package divides the projects into 13 contracts, each with lower construction costs.

This has made the bidding more attractive for smaller construction companies.

The superboard, led by Prasarn Trairatvorakul, former governor of the Bank of Thailand, was appointed by Prime Minister Prayut Chan-o-cha to look into alleged irregularities involving the five projects, worth a total of 95.8 billion baht.

The SRT called bids for the Hua Hin-Prachuap Khiri Khan project first as it is the least costly of the five. The tendering processes for the other four routes should run a lot more smoothly, using the Hua Hin-Prachaup Khiri Khan line as a model.

The Chinese govt has announced an expansion of their HSR system, could be that the route into Loas will be part of that.

look out for low bid companies. that usually means lower quality materials and shoddy work.

13 to vie for Hua Hin-Prachuap Khiri Khan railway

Thirteen companies have expressed an interest to join the electronic auction for the construction of the Hua Hin-Prachuap Khiri Khan double-track railway.

The State Railway of Thailand announced on April 24 the bid for the 84km railway with the median price of 7.3 billion baht. The deadline for submitting the envelopes was Friday.

The 13 companies submitting their qualifications and technical proposals were Unique Engineering and Construction Plc, Italian-Thai Development Plc, TBTC Joint Venture Co, Ch. Karnchang Plc, KSS Joint Venture, Ch. Tawee Construction Co Ltd, Serm Sanguan Construction Co, Thai P-Con Civil Joint Venture, Power Construction Technology Co, SHPS Joint Venture, Sino-Thai Engineering and Construction Plc, PPD-EMRAIL JV and A.S. Associate Engineering 1964 Co.

Anon Luangboriboon, acting governor of the State Railway of Thailand, said the SRT would announce the list of approved bidders on July 17 and the bidding would take place on July 27.

The project, with the construction budget of 10 billion baht, adds another metre-gauge track to run parallel to the existing one, creating a double-track system with separate tracks for incoming and outgoing traffic. It will increase the capacity, reduce travel time and save energy, the SRT said.

My guess is that most posters on the forum are 60+, correct? So for us this is all theoretical, it will take decades for all this to be done.

It is interesting to follow the process both for the over and under, in my case, sixty year olds. Do many of those who read and post actually use the railways or would they be likely to if services were quicker/more efficient. The last time I used it was to go on a visa run to Penang many years ago. When and if the develpment starts it will be interesting to see the effect on the various points where the railway interacts with the roads and what havoc this will create.

I use the railway for long journeys where you can sleep... Penang (Butterworth) and Surat, for example. Now that the airport bus station is pretty-much in Cha-Am, I'd consider using the railways for journeys to Bangkok if they were reliable enough.
