There is new(ish) a river front shopping mall in Bangkok called Asiatique that combines shopping and restaurants with entertainment. They are now going to build a similar one in Hua Hin.

Between 2014 and 2015, Asiatique Hua Hin will be constructed on a 15-Rai by the beach next to the Marriott Hua Hin. This business was taken over by the president of TCC Group Mr. Charoen Sirivadhanabhakdi, said a source from the company.
The main concept of Asiatique Hua Hin is lifestyle shopping and dining areas that exudes its unique historical background since the reign of King Chulalongkorn. With around a billion Baht budget, it will be composed of 40-50 shops and over 10 restaurants. This project will take one year and a half to two years to complete."
