Women took axe to truck blocking their driveway

Two women who used an axe and metal rod to smash up a parked pickup truck that was blocking their driveway in Prawet district of Bangkok are facing charges of property damage and intimidating the owner-driver.

The incident was videoed and the clip went viral on social media.

The pickup's driver, meanwhile, faces a fine for parking the vehicle in way that blocked traffic.
Pol Col Alongkorn Sirisongkhram, chief of Prawet police station, said on Monday the damaged truck's driver lodged a complaint with police on Sunday.

Rachanikorn Lertwasana, 37, told investigators she parked her vehicle in directly front of the driveway entry gate to house No 37/208 on Soi Srinakarin 55 about 11.15am on Sunday, before going shopping at a nearby market.

Ms Rachanikorn, who is from Samut Sakhon province, claimed she thought the house was deserted because there were numerous announcements posted on the twin gates, which were fastened with wire.

It was her habit to apply the parking brake anytime she parked her vehicle, but she regretted doing so because it angered the two women who wanted to drive out of the house, but could not move the truck out of the way.

She told police she returned to the vehicle only 10 minutes later, to find onlookers surrounding her truck and the two women busily smashing it up. Some were using their phones to video the incident.

One woman used an axe and the other used a long metal rod, Ms Rachanikorn said. When she tried to calm them down by apologising and giving them a wai, the two women threatened to hurt her. Someone else had to escort her away from the two angry women, she said.

Pol Col Alongkorn said the owner of the house had a history of filing police complaints over similar incidents in which a parked car had blocked the entry gate on four occasions in the past three years. But no such violence had been reported before.

He said although the truck driver had not violated the traffic regulation prohibiting parking in that area between 6am and 10am, she still faced a fine of 500 baht for parking in a manner that obstructed traffic.

The two women in the video clip, later identified by police as Ratanachat Saengyoktrakarn, 61, and Ranee Saengyoktrakarn, 57, were being summonsed to answer charges of damaging private property, intimidation and carrying weapons in public.

Ms Ratanachat and Ms Ranee called a press conference on Tuesday morning in front their house, saying the family had been suffering from the problem of irresponsible parking for nearly a decade.

“We had to smash up the truck to protect our rights,” they agreed. They did not feel they were overreacting in attacking the vehicle because the truck driver had hesitated over moving it out of the way even after she returned to it.
The two said they had first called police to complain their gate was blocked again, but no officials came to the scene.
In previous similar cases, sick family members could not be rushed to hospital simply because someone had blocked the gate with their car, they said.

They also claimed they had first waited about half an hour for the truck driver to return, and then honked their car horn repeatedly for another half an hour to draw the truck driver's attention.

When the owner eventually returned she told them she did hear the horn honking, but still wasn’t done with her shopping at the market, they said.

The two women also refused to pay Ms Rachanikorn compensation for the damage to the truck. They said the Bangkok Metropolitan Administration had to pay it, for its failure to enforce land use laws in the housing estate, the Seri Villa.

We parked downtown once in front of a business that was closed and went to dinner. When we returned the business, a bar, was open and the owner (?) came up to us complaining we had parked in front and he was going to call the cops. We told him it was closed, sorry and he said "Mai pen rai".

I get more, um, emotional than mrs m but let her guide me (then) but I wonder what is the law? Other cars were parked along the road. Of course nothing would stop a cop friendly to the bar owner, but if we were longer and a cop was called, what would the outcome be?

Don't know road name but on the same road where Sara Janes restaurant is just before it narrows.
The proper function of man is to live, not to exist. I shall not waste my days in trying to prolong them. I shall use my time.

There is much more to this than just the parking. If the reporting is correct it has been going on for years, and for me it is just another indication of the "me first" attitude all too often shown in this country. It is in the same category that allows kids to ride motorbikes, usually on the wrong side of the road, while nobody does anything about it.
I applaud the old ladies, they should of done it long ago.

The Bangkok governor has promised to close down three illegal markets operating at the Seri Villa housing estate where two angry aunties attacked a market-goer's parked pickup truck blocking their driveway.

Pol Gen Aswin Kwanmuang said during a visit to the estate on Wednesday there were five markets there, and three of them were operating illegally.

One of the three sites had a permit for a building that was not a market, and two others had no permits at all. The other two markets had commercial licences and goods could be sold there, he said
The three markets without proper licences would be closed down.

While at the housing estate, in front of the Rama IX public park in Prawet district, the Bangkok governor phoned Boonsri Saengyoktrakan, the owner of the house where the market visitor's parked pickup was damaged by the two axe and metal pole wielding women on Sunday.

She asked him to remove the markets from the housing estate as soon as possible.
Ms Boonsri, 57, and her sister Ratanachat Saengyoktrakarn, 61, became enraged on Sunday after they were prevented from driving out of the gate at their house because a pickup truck was parked right in front of it.

After finding they were unable to move the vehicle out of the way they sounded their horn for about half an hour and then began an assault on the vehicle with an axe and a metal pole. Video clips of the incident went viral and the residence became a spot for selfies.

The family told reporters on Tuesday they had suffered for nearly a decade through such irresponsibly parked vehicles and poor environment due to the markets' presence in the housing estate, and could finally take it no more.

Signs had for a long time been attached to the front gate of the residence telling people not to park across the driveway entrance.

Watcharapol Prasarnrajkit, president of the National Anti-Corruption Commission, said on Wednesday the family filed a complaint with the commission in 2011 and it was investigating the local authorities who let the markets operate illegally in the housing estate.

Tawatchai Thaikeo, permanent secretary for justice, posted on his Facebook account that the issue was about the quality of law enforcement.

'Axe lady' not all to blame

The pickup truck bashing incident involving a hot-headed house owner who smashed up a car parked across her driveway by another motorist should not be regarded as an isolated case involving two conflicting parties. The case reflects how enforcement of our laws is so farcical.

Boonsri Saengyoktrakan, a resident in the Seri Villa housing estate in Prawet district, made headlines this week when she, with help from her sister, took an axe and metal pole to the pickup, whose driver had gone shopping at a market without considering the blocking of access to and from someone's home.

Ms Boonsri's attempts to attract the driver's attention by beeping her own car horn repeatedly for half an hour failed.

News reports said Ms Boonsri, now nicknamed the "axe lady", had suffered this kind of problem for some 10 years since the area attracted numerous market operators. Her house is surrounded by five bustling markets.

Cars blocking her driveway are just one of the problems she has faced with state agencies seemingly incapable of helping her.

She told the media she had decided to take her elderly and ailing mother to a rest home for fear that she would not be able to leave her house in the event of an emergency.

She also said the markets brought sanitation problems, with solid waste being dumped all around and rats invading her home.

She has filed lawsuits against the Bangkok Metropolitan Administration and the Prawet district office for dereliction of duty.

The glare of the media attention prompted Bangkok governor Aswin Kwanmuang to rush to the scene where the pickup smash-up took place. He immediately ordered every district to conduct inspections of markets to determine if they meet city regulations.

In the case of the "axe lady", the BMA sent thesakit inspectors to her house to stop her driveway being blocked.
Indeed, the axe case has opened a can of bureaucratic worms as the problem has dragged on for many years. It underlines the lack of efficiency on the part of law enforcers in tackling the problems.

News report: 'Most' Bangkok markets illegal

Tanasit Metpanmuang, chief of Prawet district office, insisted the authorities have tried to solve Ms Boonsri's problems.

He said, according the law, markets can be built and operated at the side of straight roads at least 160 metres long and 20 metres wide. The district chief was adamant the road in the Seri Villa housing estate fits that category.

However, most do not pass sanitary standards and none have been granted operating licences. But this lack of licences has raised suspicions about irregularities and tea money. There are reports that some market operators may have dodged tax.

The Bangkok governor has vowed to crack down on any officials accepting kickbacks.

Mr Tanasit's claims raises eyebrows as he failed to mention zoning and carrying capacity, supporting infrastructure such as parking space, and noise control measures.

A large number of city residents to a certain degree have experienced the kind of problems faced by Ms Boonsri. These problems are not limited to busy markets, but also occur around popular restaurants and entertainment venues.

A few years ago, an angry home owner in the Sam Sen area who scolded a driver who parked his vehicle in a similar manner to the smashed-up pickup was seriously injured when the driver shot her in a fit of rage.

The fact is there are many such markets. The Bangkok governor has ordered all 50 district offices to inspect some 364 markets across the city to ensure compliance with the law. There must be several thousand across major cities nationwide. Like those in the axe case, some are illegal, with poor or zero management. Not to mention safety problems since some market operators blatantly breach building codes.

It's time for real and concerted action, not just a knee-jerk reaction.

I can well imagine the ongoing frustration over time that would have led to the current chain of events. Could go "Aussie Style" and have a local government impoundment arrangement. Once Police local authorities are advised the offending vehicle is towed and impounded. $300 dollar fee plus towing costs. They could pay for the wonderful Chinese submarines in 12 months!!

Vendors return to scene of angry auntie axe attack

Roadside vendors have resumed trading near Suan Luang Rama IX park, the area where City Hall suspended markets after two elderly sisters attacked a pickup truck blocking their driveway with an axe.

Vendors were seen selling food and other items at Seri Villa housing estate in Prawet district on Sunday, FM91 traffic radio tweeted.

Ajapim Aroonlucksana on Sunday posted the pictures of the makeshift market and questioned why they were allowed to trade near the fence of her property, despite the fact that the Bangkok Metropolitan Administration (BMA) ordered all five markets in the area to cease operation.

The roadside stall was located only 50 metres from the location where two women on Feb 18 took an axe and a metal rod to a pickup truck parked in the driveway of their house by a visiting shopper, saying they could no longer put up with the surrounding markets and the frequent blocking of their driveway.

City Hall later suspended all five markets for city ordinance violations and BMA officials could face disciplinary action for allowing them to operate illegally.

Suspended jail term, fine for 'axe aunties' adversary

The woman whose parked pickup truck blocked a driveway in February, sending the "axe aunties" into a fury, has been sentenced to a 15-day suspended prison term and fined 5,000 baht.

The Phra Khanong Provincial Court on Monday passed sentence on Rachanikorn Lertwasana for violating the Land Transport Act by blocking the driveway entrance to the house of Rattanachat Saengyoktrakan and Maneerat Saengpattarachote in Bangkok's Prawet district on Feb 19.

The court sentenced Ms Rachanikorn, 37, to a 15-day jail term and fined her 5,000 baht. The prison sentence was suspended for one year as she had not previously been sentenced to prison. It would allow her the opportunity to return to being a good citizen, the court said.

The quarrel between Ms Rachanikorn and the two house owners, quickly dubbed the "axe aunties", hit the headlines after Ms Rattanachat, 57, used a metal pole and Ms Maneerat, 61, an axe to damage her parked truck.

The two women had become incensed by vendors and shoppers at the adjoining flea market who parked their vehicles across the driveway entrance to their home on Soi Srinakarin 55.

The women had complained for years about inconvenience, noise and other disturbances arising from the markets beside their home.

Ms Rattanachat and Ms Maneerat were the co-plaintiffs with public prosecutors in the case, suing Ms Rachanikorn for obstructing traffic and thereby causing trouble for other people.

The pickup owner, from Samut Sakhon province, fought the case in court, saying she had thought the house was unoccupied. She claimed she did not see the signs posted at the twin gates of the house, asking people not to park there and objecting to the markets operating in a residential area.

She also told the court that she had parked there to go shopping for only 15 minutes. The aunties said they spent over half a hour waiting to drive out, repeatedly sounding their horn, before finally losing their collective temper.

The "axe aunties" have also been indicted by prosecutors for damaging Ms Rachanikorn's vehicle.
Their lawyer, Anantachai Chaidet, said his clients refused to compromise in court and decided to fight the charge on the grounds they were compelled to damage the vehicle out of frustration and anger.

The court case is scheduled to begin in March next year, with witnesses for the plaintiff giving testimony.

The "axe aunts" who smashed a parked pickup truck blocking their driveway near Rama IX park in Bangkok last year have been given a suspended two-month jail term and fined 12,000 baht each.

The Phra Khanong Court handed down the sentences on Ratanachat Saengyoktrakan, 58, and Maneerat Saengpatarachote, 62, on Thursday.

Their lawyer Ananchai Chaidet said the court originally sentenced them to three months in jail and a fine of 18,000 baht but the punishment was commuted by one-third because the defendants cooperated.

The imprisonment was suspended for two years as the court viewed the defendants had acted out of pent-up anger and tension because vehicles had been parked on their driveway for a long time. Besides, their crime was not serious, they had placed 50,000 baht with the court as compensation for the damage done to the pickup truck and they had never been imprisoned, he said.

The "axe" incident happened in front of the defendants' luxury house in Seri Villa housing estate close to the Rama IX public park in Prawet district, Bangkok, in the morning of Feb 18, 2018.

The defendants' family was about to leave their house when they found the driveway was blocked by a pickup truck. It was reported that one of the family members honked a horn for half an hour but the truck driver did not show up to move her vehicle.

The two defendants subsequently took an axe and a spade from their house and started smashing the truck with the tools in full view of vendors and customers at markets, as well as visitors to the public park nearby.

The women later filed a complaint against the operators of the big markets in the housing estate and later the markets were closed despite vendors' call for sympathy.

In November last year, Ratchaneekorn Lertwassana, 38, who parked the pickup truck in front of their house was sentenced to 15 days in jail, suspended for one year, and fined 5,000 baht for causing a public disturbance.
