Of course they do (for a fee). When I lived in Isaan I had one built. It consisted of a house drainpipe (8 foot long) full of powder and strapped to a giant length of bamboo. I was not allowed to ignite it though (thank God). First prize was 10,000 bht which IMO I won but somehow the headman's rocket took the prize despite only reaching about half the distance mine did.
