Are you referring to the red-colored tea? If so, you can often find vendors selling it cold with crushed ice around the wet market in town. If you have a garden, you can grow your own as well. Look for seeds called Roselle. They are very easy to grow and bloom like crazy. Wait for the flowers to wither and then harvest the buds. Use the buds as is, or leave them out in the sun for a day or two to dry and you will have plenty to use whenever you want.
