Is it possible to transfer an AIS mobile telephone number to another person as long as both show their ID?

I can only tell you what to do with UK mobile numbers. Maybe it is the same with AIS.
In the UK mobile companies are legally obliged to provide users with their PAC = Product Access Code. You then give this to the new provider who activates the old number in the new phone. I can't see why that method can't also be used to transfer a number to another users phone.
It applies the same to both contract and PAYG numbers.
