Top up Thai PAYG mobile phone

I have had a Thai pay as you go mobile phone with the same number for the past 10 years or so. It is only used when I or my family come to HH on holiday. It has always been topped up and has always had unexpired credit on it. My brother is in town at the moment and has been to several phone shops to top up the phone credit. All the shops have refused to top it up. Excuse given to my brother is that the government are clamping down on unregistered mobile phones. 1. Does anyone know where he can get it topped up? 2. Does anyone know if I can register that phone number in my name/address etc? 3. Does anyone know if I can buy a new number, register it and then transfer the old number onto the new Sim card? I would like to retain my old number rather than get a new number if possible.

You're not going to top up anything until you've registered the phone. You, or somebody, needs to turn up at a registration point with your phone and passport - they will explain what you need to do next and whether or not you've lost any credit.

Presumably I am in the same boat.
I arrive at BKK on Wednesday and I have previously used an AIS 1-2-call payg sim, this phone informed me last February that I had x amount of credit valid to December 2015.
It doesn't matter to me whether I retain my old number or have a new one.
Would I be best going to the AIS stand at BKK on my arrival and filling in said form and showing them my passport?

I would say yes. It should be a simple process, and the girl at the desk should do everything. I bought a new tablet a few weeks ago, and the girl did everything for me, and I didn't even have to sign.
