Anyone lost a dog?

This little fellow turned up in my garden in a terrible state. At first I thought it had been hit by a car but on closer inspection it had gentian violet all over the genital area and on its side indicating that it had been neutered and was recovering from the ketamine. Top of soi 88 between Naab Thong and the boxing camp. My dogs will not tolerate it and I do not want to dump it at a shelter if the owner can be found.
