Hundreds of relief vehicles idle at Sakon Nakhon

The disaster prevention and mitigation authority has defended its flood-relief operations in hard-hit Sakon Nakhon in the face of mounting criticism that it failed to deploy boats to help flood victims.

The criticism was triggered by photos and comments posted on a Facebook page by a local flood-relief volunteer featuring several flat-bottomed boats, water trucks and other flood-relief equipment stored in a warehouse of the Disaster Prevention and Mitigation Centre Region 7 in the province.

The volunteer observed that many of the military vehicles dispatched to the areas being flooded were in poor condition -- especially the flat-bottomed boats, which were too small to carry anything but small stocks of basic necessities.
This was framed against his claim that hundreds of the unused vehicles at the centre were in much better condition.

After leaving the facility, the volunteer said he travelled to the flooded areas on a boat that belonged to another volunteer who was a resident of Udon Thani.

"Villagers in three flood-hit areas asked me to help them because they requested boats several times but the authorities never responded," he posted.
The man also posted photos showing the poor condition of military boats dispatched to help victims.

This prompted Chatchai Promlert, director-general of the Department of Disaster Prevention and Mitigation, to come forward to explain that the warehouse serves as a vehicle hub, with boats constantly coming in and out for various operations.

He said all the vehicles pictured were on standby and awaiting orders from provincial governors.
All vehicles, equipment and officials will be rotated around flood-affected areas as needed, he said.

Mr Chatchai said officials and rescue personnel have worked at full capacity to help the villagers in Sakon Nakhon, which has been plagued by heavy rain and flooding.
Centre chief Jureerat Thepart explained the number of vehicles at the storage facility by saying it was also responsible for two other provinces. Some were out of order, he added.(really?)

Over 3,000 households in five districts of Nakhon Phanom have been submerged by floodwater in recent days, with Wang Yang district the hardest hit. The province sits in a low-lying area making it vulnerable to runoff from neighbouring Sakon Nakhon.

As of Tuesday, seven districts of Sakon Nakhon remained inundated.
Uthen Chuaboriboon, 62, a resident of Na Kae district, complained of a lack of access to toilets, water and electricity.

I notice an "airboat" in one of the photos. Not sure that is a good type of "rescue boat". More likely to cause more damage than the floods.

There are flash flood warnings popping up everywhere this afternoon in anticipation of the storms that a supposed to start today and run through Sunday. So far here in the east it's sunny skies. Some of the warnings below, including Laos which appears to be having problems as well. Pete :cheers:

Roi Et hit by heavy flooding as rivers burst their banks

Five districts in Roi Et suffered heavy flooding after the Yang and Chi rivers burst their banks.

A large amount of water from Kalasin flowed down the rivers and breached the embankment causing severe flooding.

It was reportedly that Selaphum District suffered the most damage as 71 houses were damaged and eight houses collapsed.

From the flood damage inspection at Tambon Wang Luang in Selaphum District, the Yang River embankment collapsed in five places, flooding the town. The water current was very strong causing severe damage to houses.

Wang Luang Wittyakom School teacher Jiraphat Wiphala said that the water current in the Yang River was very strong before the embankment collapse. He said he warned people to lift their belonging to higher ground, but it was too late as water rapidly flooded the community.

Jiraphat said villagers were suffering as most were elderly and eight of them were also handicapped.

Si Sa Ket swamped as Chi River overflows

"Water overflowing from the Chi River inundated more than 2,000 rai of farmland in Yang Chum Noi district of Si Sa Ket province on Saturday, as flooding persisted across parts of the Northeast.".....

Here are some of the flood pictures that impressed me that there were and still are bad
floods in the country. Not sure where they are all from but I am glad I was not there
and affected by them.

7 provinces warned dam releasing more water

OFFICE of Regional Irrigation 12 issued an emergency warning letter to seven provinces, highlighting Ayutthaya, to get ready for an increased water level in Chao Phraya river as it is releasing more water to prepare for a mass of water from the North.

On August 10, Bowdaeng Takaew, director of Ayutthaya Provincial Irrigation Project, Ayutthaya province, told Matichon’s reporter that the Director of Office of Regional Irrigation 12, Suchart Chareonsri, had issued a notification letter to seven provincial governors namely Uthai Thani, Chai Nat, Sing Buri, Ang Thong, Suphan Buri, Ayutthaya and Lop Buri that the Chao Phraya Dam (where the Office of Regional Irrigation 12 is located) in Chai Nat would need to accelerate the discharge of water downstream from the August 10 onwards.

The reason being the water mass from the North along the Ping, Wang, Yom and Nan rivers (which combine into Chao Phraya river at Pak Nam Pho area in Nakhon Sawan province) was flowing more rapidly and was already 1,699 cubic meters per second.

The Chao Phraya Dam needs to manage water from the North by pushing it into the sea via the Chao Phraya river as fast as possible while trying to create minimal impact to the lower area especially Ayutthaya province.

At present, it is discharging 1,267 cubic meters per second of water and this rate will have to increase during this period. While it is trying to keep the discharging rate at no more than 1,500 cubic meters per second, the office would like to notify the governors and related Royal Irrigation Department units of the listed provinces to notify and warn the people along the Chao Phraya and Noi river banks to be prepared and stay alert.

However, there were reports from local authorities in Ayutthaya’s Bang Ban district that water from Chao Phraya Dam in Chai Nat province will flow and arrive at this district within only 24 hours. And the drainage of this increasing water discharge will cause the third flood over two months.

Flood ravages Chiang Rai border area

CHIANG RAI - The Mae Sai River burst its banks and swamped the border shopping area and roads in Mae Sai district on Friday morning.

Overnight heavy rain caused the river to overflow in the border area between Mae Sai district and Tachileik in Myanmar.

In the border market of Sailomjoy, more than 200 shops were flooded with some spots under more than one metre of water on Friday morning. Vendors scrambled to take their goods to higher ground, but many were unable to remove them in time.

The flood also ravaged Huafai and Sailomjoy communities in Mae Sai municipality. The border road from Ban Huafai to the first Thai-Myanmar Friendship Bridge was submerged with parts of it under a metre or more of water.

Soldiers and Mae Sai municipality staff assisted rescue workers, using flat-bottom boats to help residents in the flooded areas. The municipality urged riverside residents to move their belonging to higher ground as the river continued to rise.

Flooding was also reported at the popular Thalor tourist market in Tachileik, with water 30-50cm deep in places.

In the northeastern province of Khon Kaen, overnight downpours triggered flooding in several areas of Muang Khon Kaen municipality.

More than 50 houses in Piman Place and Jurai housing estates, as well as Khon Kaen School for the Blind in Ban Kam Hai of tambon Ban Ped, were flooded with water more than a metre deep and roads impassable for all kinds of vehicle.

Kalasin governor Suwit Khamdee said on Friday storm-triggered flooding in the province had eased but still remained in the five districts along the Pao and Phan waterways, which received water from Lampao Dam. The flood has damaged more than 300,000 rai of farmland in the province, he said.

EDIT: Brief editorial. Some publications state that drought will follow the end of the monsoon season because the large, major damns in the north are only approximately 50% full. All the water is where it can't be stored long term, but we can sleep well knowing that a few billion USD of submarines will be protecting us. How many canals and proper irrigation systems could be built with that money? More than enough to eliminate droughts perhaps forever if pride is swallowed and foreign experts with experience hired to design and build the infrastructure. Build the subs later, take care of the rural people first if you ever want them to like and accept you. Falling On Deaf Ears Pete :cheers:

Phitsanulok dam lifts discharge rate ahead of forecast rain

Flash flood warning issued for Kalasin’s downtown

The Mueang Kalasin Municipality on Thursday warned residents in the downtown to brace themselves for possible flash flooding in the next 24 hours.

Jaruwat Boonperm, the mayor of Mueang Kalasin Municipality, issued the warning after the Kaeng Don Klang dam’s reservoir was expected to soon reach full capacity. The dam is upstream from Kalasin’s downtown.Jaruwat’s warning advised that the Huay Si Thon dam, which is upstream from Kaeng Don Klang, would have to release a large quantity of water following heavy downpours on Tuesday.Jurawat said the release of water, combined with additional rain predicted by the Meteorological Department over the next day, could cause flash flooding in the downtown of the northeastern province.

Note: I may be wrong, but once again my feeling is that this thread is going to get busy from now through early November. All the signs are there and it will just take a few more downpours to tip the scales. :( Pete
