Got lucky. My wife spoke to the condo engineer in charge of the network. Turns out he also had trouble playing Netflix videos from the condo, but it worked OK from his home.
He contacted CAT. CAT reset their router. Now we’re good to go.

But, that means dealing with CAT. They said to ask the condo to contact them because they can’t talk to us about the problem. But trying to get the condo front office staff to understand the issue is probably beyond them.

Thai ISP IP addresses often get blacklisted around the world for various reasons, CAT and 3BB are the worst. That's one of the reasons for using a VPN, but of course it doesn't work with Netflix!
