You can no longer get Win 7(legally), and the Win 8 offer is about to expire. I was still running XP at the time. I would also suggest that 4 gig of ram will be a PIA and would spend a bit more to upgrade to 8 gig.

If you go up the road towards the railway station from the traffic lights, the road into it is the second one on the left past the park. It is one way and the office is down the back, not on the road frontage.

As far as I am aware the Australian Army did not use the lightweight. But for sure there are some there now.
