Fatcat guesthouse near the fishing pier has a notice up with bike rent at 75 baht per day but I don't know if it's mountain bikes.

I get a taxi which I book in advance in Hua Hin, this costs 1,800 Baht. The best I negotiated at the airport was 2,000 baht but most taxis will try for a much higher price.
