Well the letter dated 24 July does state they will be delivering 2.4m within a week, the government does not seem to know.
Most articles are not months old, the first two are from June, which are the most relevant along with the letter of 24/7.

An update from Hua Hin Hospital as of 13.15hr 15/7/21. They have no vaccines available and do not have a date when the next batch will be delivered for vaccinations to resume.
