Making the fines more realistic is a step in the right direction. They should do the same with other traffic offences then there may be some progress. Equivalent to blocking an emergency vehicle (I think) are the idiots who use the hard shoulder in traffic jams. They are meant to allow access for em...

Did a 90 day and bought a re-entry permit at Bluport today. Apart from a photocopy of my passport (for re-entry), no other paperwork was required. 'Party houses' are illegal and should be reported to the police. They may take no notice at first but you need to pester them. There has been some success in Hua Hin but it is an uphill struggle.

I can't answer your question but just a correction. The fourth wire is neutral. Earth wires (ground) are made locally (on site). Most modern houses have an earth rod of a couple of metres that provides earth to the rest of the house.
