You apply for the marriage extension in HH but its processed in BKK. HH office will send all the paperwork up to BKK and give you a 30 day under consideration stamp. Some offices have been allowing extensions to be done up to 45 days early for a while now but I'm not sure if HH is one of them.
If it makes a big difference to the OP (ie traveling), it's probably worth asking the question.

I think you'll fine that the Embassy letter is primarily to authenticate the new passport so a scan of another letter won't be acceptable.
Think you'll need to contact the Embassy and see what they need. It's been a few years since I last got a new passport but the letter was necessary then.
