Yes it's a rat snake and completely harmless but Thai people will kill it and enjoy their dinner.
It will bite you, no question about that, but this is the primary target (dinner) for any King Cobra, so you better be careful when you see one.
Non toxic but a really big fighter if threaten.

Last week I was stopped by a High Way Police officer who could speak English. He warned me that driving in 120 km pr hour wasn't in accordance with Thailand's laws, max speed limit on the motorways is 90 km pr hour so I was fined 200 Baht. And when you finally have received your yellow book and Thai ID card, and then move away from Pratchuap to another province, it's a piece of cake to get a new yellow book and ID card registered in your new province.

Yes I completely agree with you and truly don't see any other reason why 'clean' drivers would run away like they do so often.
Falling asleep is one thing, but having an accident when sober, why would you choose to run away?
