It is certainly legal to ride a bike in the UK using a Thai licence and an IDP. Weather you'd get insurance for doing so is a different issue. If you book online you can add the service as an additional extra before payment. 100bt for 'Hua Hin Hotels' service, or 200bt for 'far away Hotels' (don't remember the exact wording). It totally disgusts me that I've seen police officers changing the lights from their signal boxes when a convoy of "VIP" tourist busses is coming through (the ones with police escorts), but will happily allow an Ambulance with it's sirens wailing to sit in traffic and wait it's turn.
