This is probably too late, but if you are not in Thailand, you can get someone else to register for you, just take a photo of the SIM card and the person at the other end can secure registration. I've ben going in and out off BKK airport since 1983 and not once have I been stopped at customs, it's really weird.

I bring laptops, phones and even bicycles back for guys and still never been stopped.
