As far as I am aware, non-Thais do not qualify for the 30 baht scheme and have to pay the full amount.

Not at the end of town you want, but gourmet market in Bluport is only 5 minutes from Tesco and the 2nd villa market is near San Paulo hospital. Although I generally agree that the highway rules are much better observed in Malaysia than they are here, most of us will have observed farangs forgetting their rules of the road and go native once here - how many times do you see them driving without helmets or drink driving which they are unlikel...
