Free Wifi = without any costs or do I have do pay something like "Hot Spot" to get access?

I remember seeing a "free wi-fi" sign at the Star Bucks in front of Market Village in 2009 but we'd had to pay Hot Spot to get a username and password.

In fact my boy-friend and I have been to Hua Hin twice now and never visited any bar yet - and maybe won't in the future either. There are enough clubs and bars in my hometown.. but there are no nice beache...
