In many ways the article is correct. The blame is always placed on the drivers. I had similar from UK and elsewhere, each one I stated non resident for taxation purposes, as this is my formal status in Oz. Had nothing back so I assume they accept.

Soon you will have to fill in these forms at 7 eleven just to buy a toasted sandwhich

This time of year after all of the rain black mold is very common mainly outdoors but will show indoors is some place. Outside you can use a high pressure cleaner which is pretty hard work, indoors I have no idea how to get rid of it.

Sugar only gives a quick hit to give you a boost of energy. I don't take salt with food as there is enough in most foods anyway. Low proficiency in the English language is only to be expected in Thailand.
Most Thais see no need to speak English or any other language. This is the case in numerous countries but Thailand is the extreme.
