Actually the wording at the beginning is 14 days from April 10,23, so if there is no withdrawal or extension of the notice it ends on April 23rd. However one does know this is Thailand and this is a translation from Thai. That is why I would like to go to the source.

but it has a date limitation on it which is April 10-23, however it does also state as you said. Could you advise where it is originally sourced from?

Sorry to admit it but I have not, I only found out about his death yesterday. I will give the embassy a call, at least I do know the chaps full name and phone number.
