I've read articles where the blame is pointed squarely at the big agro companies like CP, and not at the small farmers. Makes sense to me as the Gov is scared out of their mind to go after the big companies. If it was the small farmers causing the problems they would be arrested/fined within hours. ...

That article alone says a lot. It used to cater for 105,000 passengers a day, but now caters for 20,000.
