I have Google photos and backup to Gcloud and I don't ever get that message... I didn't mess with the settings; just installed the app and opened it. Google asked me once if I wanted to backup my photos to it's cloud and I said yes. Since then, no more dialogue. It must be something somewhere in you...

The best breakfasts (American style) I had over there were always from Canadian owned bars. Sadly, the three I used to visit for breakfast are all closed now.
