'Party houses' are illegal and should be reported to the police. They may take no notice at first but you need to pester them. There has been some success in Hua Hin but it is an uphill struggle.

I can't answer your question but just a correction. The fourth wire is neutral. Earth wires (ground) are made locally (on site). Most modern houses have an earth rod of a couple of metres that provides earth to the rest of the house.

There is also FirstOneTv.net which has dozens of channels from all over the world including 50 or 60 from the UK. Free. No vpn needed. Only live tv so no catch-up.
