When I question a Thai friend on why she chose to buy a black car in such a hot climate she said:

"Thai people don't believe in that."

Tan Diau Pet Hospital near the king's dog shelter is the best in my opinion. The prices aren't expensive and the 2 qualified vets are really helpful and speak a lot of English

What new border are you talking about? Your easiest, safest and probably cheapest, would be to take the overnight bus from Hua-Hin to Ranong.
