There are literally dozens of pharmacies in Hua Hin. If you're looking for a 'big' one, various major pharmacies are represented in the Market Village and BluPort Malls, where in addition to Fascino which was already mentioned, there are Boots and Watsons pharmacies as well. I just got a new driver's licence this week - it does indeed have a QR code on the back. It is also valid for 6 years instead of the 5 I was expecting.

All the early announcements and reports that I saw, said they would do tourist visa extensions. The sign that they put up - right at the beginning as far as I know, also said that.

As far as I'm aware yes. When I tried it and got as far as I could without actually submitting it, I was using IE11.

I'm sure the TM 6 was never a requirement for Thais but then again the TM6 cannot be the cause of the delays. Just need your passport and filled in form - assuming that's necessary where you'll report. Some offices now just do computerised slips. No need for money, photos or copies of anything. Seems they're going to scrap the TM6 forms - for Thai nationals only. According to newspaper reports:
Interior Minister Anupong Paojinda said [...] there was talk of scrapping the form entirely but the Tourism Ministry lobbied for its retention for non-Thais.
