Grab uses both licensed taxis and private cars. The app lets you choose which you want. Also motorbike taxis, large cars/vans etc. All have different fares.

The cynic in me thinks fake news and rumour. The sort of thing purportedly happening with 200,000 people and transport being shut down could not be kept quiet without shutting down the phone and internet networks. And that would in itself be counter productive for the government. It would be the end...
